So we start as we always do - referencing.
Once I had gathered and studied the images and did some sketches I started by blocking out the main shapes, adding details once I was happy with its form and placement.
I created 1 eagle to be duplicated and detailed differently in ZBrush, and a single wing for the statues for the same process.
